Right now your skimmer is still in the process of breaking in. During this period you should not attempt to dial in or set the skimmer. I suggest running the skimmer with the water level low in the skimmer (output valve on the open side) for the first 3-4weeks running. You will likely experience abnormal air suction noise, excessive air exiting the skimmer as well as inconsistent performance.
Right now your skimmer has oils from manufacturing and handling which will dissipate as the skimmer ages. Because oil inhibits foam production you will not see much foam produced from the air being injected. The hydrostatic surface tension of the water is lost. As the skimmer runs you will see the point where it looks like it kicked in and is working as you would expect.
Please be cautious if it is prior to the 3-4 week mark as the skimmer could still be breaking in and you can experience and overflow.
The pump itself will run smoother as the impeller lubricates and the bacteria forms on all wet surfaces which will provide you with stability. So basically time is the best antidote. During this time and even after the use of oily foods will have the same effect on the skimmer. It is advised that any frozen foods be rinsed well before adding to the tank to keep the skimmer running without disruption.
