NWB-150 w/ Bubble Blaster HY-2000

I recently upgraded my NWB-150 OTP pump to a Bubble Blaster HY-2000. I cannot get the skimmer to stop overflowing. I have had it anywhere in 1/2" increments from 10" to 1" of water, and it instantly overflows. Tweaking of the gate valve only slows the overflowing, but never stops it. I let it "break-in" for a week with it overflowing and the plug removed from the cup. The only thing I can think of doing is putting a valve from the pump to the skimmer, but then, I feel that I am back to the same skimmer I was before, limiting the air/water flow. Any suggestions?

Please place the skimmer in between 5.75 and 6" of water. Depending on the age of the skimmer body you may need to shorten the output pipe down to 80mm or approximately 3.25in.
