I have a bubble blaster hy-2000 that is spinning really slow and making a crackle noise. I pulled out the impeller magnet and didnt see any cracks. Is this Impeller the likely culprit?

Yes, it could also be the there is not enough water on the skimmer to get the pump going. It could also be that the skimmer's input is not fully submerged and the skimmer pump is having a hard time pulling water from the tank into the skimmer chamber.
