Why my BH-1000 dont produce microbubbles ?

To Whom it May Concern:

I recently purchased a BH-1000 skimmer from you and installed it today. We followed the directions exactly, and duplicated our efforts several times, but still the bubbles are large and very few - please see the pictures below. If the air intake is slightly closed it will produce a few microbubbles, but not nearly the amount it should. I've searched the internet for troubleshooting ideas, to no avail - everyone seems to have the opposite problem of an excess of microbubbles.

Please advise as to how to correct this problem, or whether it is a defect in the unit itself , Any ideas would be appreciated.
