SRO 5000 in sump depth/ overflowing

I just set up the SRO 5000 and it is in 10 inches of water. Is this the correct height? the directions say 9.5 but looking on the internet it says 7? Also, it is a new tank (285 gallon, 75 gallon sump), with no fish in it yet and everytime I turn it on it overflows. I did use epoxy for my rock work but have ran carbon for 3 days and it still overflows and fills up with water when I turn it on. Is this because it is new and there isn't any bioload yet?

The SRO5000INT should be in no more than 6.5" of water. Anything above that and you will have overflow issues.

Epoxy will also cause overflowing issues so that will need to be removed from the tank via carbon and water changes. It make take a couple of weeks to completely remove that from the system. Once the skimmer is in normal depth and the epoxy residue has been removed from the water column, the skimmer will stop overflowing.
