I will be setting up a 300 gal reef tank. The sump will be about 100 gals and a 60 gal refugium. Eventually it will be heavily stocked. I was thinking to get the RO Regal 300int skimmer. Would this be sufficient or overkill? And what would you recommend?

That skimmer will be over kill, and probably it wont even work on a tank that size, the Regal 250SSS or the 250INT, will be and excellent choice, not only because of the skimming power, also for the Vario's DC pump, the controller that is also Neptune Ready if you thinking on getting one, also include a Float switch, that will prevent overflowing.
here is a link for you to see how nice this skimmers are

Yeah but since it is a dc pump it can be throttled back...no? Im looking at the long run when the tank has a high bioload. Also doesnt the regal 300int the same as the 250int and apex ready as well? Space isnt an issue in my sump so i dont want the SSS series and i believe the external pump is more efficient.

Is the tank 300 gal or will the system be 300 gal? Even at 300 gal with a heavy bioload, the skimmer would be too big. The Regal 300INT is rated a minimum of 500 gal tank with heavy bioload to a 700 gal tank with light bioload. Your system will not be able to produce enough organics to make the skimmer that large work. You will end up with a skimmer that does not collect anything at all.

As Ricardo suggested, you would be better off with a Regal 250INT skimmer. It can handle a minimum of 300 gal with heavy bioload and go up to 600 gallons light bioload.

Right, still the fish will only be in the 300 tank which means that the volume of water that is producing organics is only 300 gallons. Everything else is there to dilute the 300 gallons. You match a skimmer on the volume of water that will produce organics and not on the entire system.
