Un-soldered Maxspect driver board capacitor

Hi, last week I ordered a replacement Maxspect Razor driver board, when I received it I noticed one of the capacitor legs was a bit loose. I turned the driver board over and that leg does not actually go through any hole in the board! So the only thing holding that capacitor leg to the board was the blob of solder, but apparently it had been knocked loose sometime during processing or during shipment. I've attached a photo showing a post-it note inserted completely between the board and the blob of solder, so that leg of the capacitor is no longer connected at all to the flat contact pad on the board! I've also attached a photo of the back of the board, showing that only the other leg of the capacitor goes through the board (and remains well-soldered in place).

I'm of course hesitant to try powering up the LED fixture using this part. How do I get an RMA replacement?

Oh, and I just noticed too on the front photo as well, if you look at the solder job on the 4-pin power connector coming into the board, the solder on the pins for the red and yellow was done sloppy and the two pins are actually soldered together. On the older driver board none of the four power pins are soldered to each other, so I don't think it's supposed to be this way, is it?
