My original Maxspect 420R 130w light's power board went out and when I ordered a new the board design was a little different but though I got it to work the screw holes don't line up with the fixture. My concern is the board basically floating free in the fixture. Is this the norm now? What do I do if I do anything? I just don't want a short or a fire. The cover fits perfect so I'm not worried about salt or anything.

This is not normal. If you cannot get the screws to line-up you can glue the board to the fixture body.
