I just bought an icecap battery backup for use with the gyre 3k pump. When testing I notice that the gyre 3k flow is very weak when running off the battery alone. Even when set to 100% flow it seems like it is only running at maybe 20-40% the normal power level. It is definitely not behaving the same as when plugged into the wall. Is this normal? I was under the assumption the battery would run the pump at full power until it runs out of charge.

The battery backups only run at 30% of the normal function when they are not attached to a power source. The backup was not designed to keep the Gyre running at full capacity, it is only meant to keep your tank going in the event of a power outage in order to avoid the loss of life.
