Variable Speed Fans

Is there a way to make the IceCap variable speed fans run at a constant speed? Mine seems to fluctuate every few seconds between high speed (comparatively noisy) to a slightly slower speed (almost silent). The noise itself is not a problem as its pretty quiet, but the constant oscillating between quiet and noisy is very annoying.
