LED Razor Blue lights not working

I have a LED razor light with two pads, both were replaced last year (January and July) because the blue lights went out. The blue lights went out again, but I think it's kind of different this time, the blue lights will be on at about 1% across the whole 1-100% spectrum of the B channel. Could it be the coil driver instead, if not and it is the pad again, how often am I supposed to be changing these pads?
