Do you sell the pipe for intake and return just a bit longer. I just purchased and LFS said it reaches but mine doesn't. Looks like I need is just short of 1 inch more to make contact with the water in the 1st chamber of a JBJ 45 rimless.

The skimmer cage is about 1/2 inch up the pipe. But the pipe is 1/2 inch above the water level.

Yes that water intake is too high. You will need to raise the water level inside the overflow.

Will having the return chamber higher than the 2nd chamber cause a problem? I'm at work so it sounds like a good fix, but I'm pretty sure that raising the water level would be right aligned with the weir also. Other than doing that I'm out of luck.

That is a question for the manufacturer of the tank or overflow. As far as the skimmer goes, you need to raise the water for the skimmer to work properly. If the water level is too low, then the pump will have a hard time pulling water from the tank to process.
