When you tank is that new, your tank is going through some major chemistry changes that will cause the skimmer erratically. Depending on what type of rock and what type of organics are in the tank already, the skimmer will go a little crazy to try to sort things out. You need to allow your tank to mature and the skimmer along with it. Skimmers usually take 3-4 weeks to break in but with a new tank, it may take longer as your tank may not have the bacteria base that is needed to help break in the skimmer.
Also, if you are adding water conditioners or other chemicals such as bacteria startups to the tank to try to speed up the cycling, some of them have an effect on skimmers making them bubble more than they are supposed to and creating micro bubbles that will go back into the tank.
I suggest be patient during the startup process. There should not be anything in a tank that new anyway. All you have to do is be patient and let the tank mature.
BTW, when I started my tank, it was just salt water, rock and sand for 3 months before I put any fish or turned on the lights. Don't add anything on that tank until your nitrites are 0.
