I re started a tank that was very successful but before I started I bleached everything but the sand. I added new sand, dry rock (after bleaching) about 100 lbs of it, water purchase from an aquarium store and also 5 gallons of RO with mixing salt my self. Now the skimmer is overflowing with water and very small amount of bubbles on the collection cup. If I empty the collection cup it will refill in about less than a minute. I already empty the collection cup until I fill 5 gallons of water and re filled with new purchase salt water.
What could be the issue the collection cup keep getting filled with water and no bubbles. The water in up to the exit pipe and always been that way for about 2 years when it was running perfectly. Any help will be appreciated since I am about to give up this hobby with all the issues I had with this tank.

How long has your skimmer been running? It sounds like it is breaking in and if there isn't anything in the tank yet and the tank is still cycling then the skimmer will overflow. My recommendation would be to hold off on running the skimmer until you cycle the tank and get some bio-load in the tank otherwise the skimmer will have nothing to skim.

Open the gate valve all the way on the skimmer and raise it up a couple inches, that should help keep it from overflowing until it breaks in. Any chemicals, media or filter socks added to the tank can also cause an overflow like that. Keep in mind it will take 2-4 weeks for your skimmer to break in and during this time the skimmer will act erratic and can randomly overflow, I wouldn't even start dialing it in until after 3 weeks of it running in the tank.
Also, since you have no bio-load or fish waster yet don't expect the skimmer to create any skim mate for a while...you have nothing in the tank for it to skim.
