Octo Reef classic 2000 hob pump overheats and stop

Hi so i just installed my ordered Octo Reef classic 2000 hob. However, the problem is that within 1 minute of running it shuts down and overheat.

I already tried to fix the possible reasons like water height level or air valve. But still it was not fix.

I tried to run the pump in the bucket and still it shuts off and overheat.

is this a factory defective pump or can i still do anything?
