Depends on your system setup and if the skimmer is well matched with your current system. There are lots of variables besides the skimmer to know what kind of skimmate you will get. It has to do with the system size (not including the sump), the water depth of the skimmer, the level of the water inside and your water chemistry.

If all the variables are correct, then you should be able to open the valve and lower the water level inside the skimmer. This will cause the foam to dwell inside the neck of the skimmer longer before overflowing into the collection cup. This process will allow for dryer foam to collect at the top before it overflows giving you that very dry skimmate.

The tank cannot product enough organics to make a skimmer of that size neck work. I know people online say that the bigger the skimmer the better but that is a myth based on incorrect data. Just like anything in life, too much of something is not good either. Too big of a skimmer wont work either. An extreme example (but still applies) would be to add that skimmer to a 10 gal tank. If the online people were right saying that the bigger the skimmer the better, then your skimmer should work on a 10 gal system. Unfortunately we know that isn't right and such big skimmer would not work on a 10 gal system.

Unfortunately you are using the skimmer on a system that is too small and the skimmer is not designed to work in that environment. The skimmer will continue to act erratically and be inconsistent. The only thing you can do is downgrade to a skimmer of a size that is better suited for your system.
