No, the 16ft applied to VHO lamps. T5 lamps are harder to light and not every 660 will operate 4-80W lamps.

T5 lamps are different, the 660 ballast has a hard time lighting 4-80W lamps and gets too hot operating them. It can light 4-54W lamps no problem.
