Over the past few months I have been having some issues with the skimmer. It stops working even though the power is on (controlled by an apex). Once I try to turn it back on the green lights on the DC control panel flash on and then just go off... No bubbles no nothing. When this happened a few times before I left it off for a while. Turned it back on and worked fine. This time around that wasn't the case. I took it apart and did a vinegar bath for 48 hours. Everything was completely clean. Plugged it back in and the same thing happened. I've had the skimmer for about two years and do regular maintenance on it.
Any suggestions would be greatly appreciated.

Take the pump apart and pull out the pinwheel. Now, while holding the impeller from the magnet, go ahead and try to spin the pinwheel plate. Does it spin freely or does it slow down and stop? I am attaching a couple of videos so you can see exactly what I am referring to.
