REEF OCTOPUS DIABLO XS 250 PROTEIN SKIMMER Stopped Skimming

My Diablo XS 250 has stopped producing skimmate. The skimmer is a little older than 1 years old. All the parts seem to be attached and working correctly. Except I can't get it to produce any skimmate. No matter how i adjust the flow it will not produce skimmate. I have attached picture of where the water level is in the sump, in the skimmer and the bubble in the skimmer.

Any help would be appreciated.

*Just a side note I have never really gotten any dense skimmate out of this skimmer it has always been very watery.
