I see these two skimmers both say they are rated for 700 gallons. What is the big difference between the two, and why is the external one so much more expensive?

They both have the same size body and skimmer pump. The main difference is all the extra acrylic and components involved in the external/recirculating model. The big difference between the two is that the external is a recirculating skimmer which requires a feed pump so you can control the amount of water the skimmer processes. The In sump uses the skimmer pump to provide the skimmer with air/water.

So given the option and if I have the space available in the sump, internal sounds like a better way to go. Same performance but less cost?

If you have space in the sump, it is much easier to setup and cheaper than an external. Performance is slightly better with the external since you can control the water filtered by the skimmer and the skimmer pump is dedicated to generating air and recirculating water within the skimmer. So you have more range of handling and control with the external skimmer.
