Purchased new ato to replace my old one but I can't get it to work

I purchased two ATOs two weeks ago from separate brands. One Icecap and one of another that my lfs recommended. I can't get the icecap to top off water. The overflow sensor is working properly but I haven't been able to get it to top off at all and it seems like the water line sensor(White) is faulty and not working.
