Skimmer problem

My 400 gallon Octopus skimmer that I have used for long time seems not working well. I changed a new pump, but I still can’t bring bubbles level higher to push organic waste into collection cup. I tried to adjust several things included raising water level in sum and turning knobs… please advise.
