Then refuguim is 9 in water level. Refguim water dumps
Over 9 in baffle to return pump area.
Is there any kind of solution you can think of?
The skimmer is new. But has been sitting in box for a year
Waiting for me to finish other projects. So skimmer is never used
Is there a way to mod the pump heigh lower with extra pipe to be below
The base of skimmer, but keeping the skimmer base 4 inch off bottom?

The sump setup really does not sound functional unless the skimmer pump and the return pump is of exact water draw. It would also mean that the water level in the skimmer section is not baffled to keep a stable water level. I would not suggest running a filter system this way.
