The output of the skimmer can not be lengthened without compromising performance and control. Nor can you raise the skimmer up as you are already at recommended water level of 7". Is the skimmer the only source of water supplied to the refugium?

The sump setup really does not sound functional unless the skimmer pump and the return pump is of exact water draw. It would also mean that the water level in the skimmer section is not baffled to keep a stable water level. I would not suggest running a filter system this way.
