I plan to use the Apex VDM to control the speed of the pump with the 150INT Regal skimmer - connecting to the 0-10v port. If I do that, will the float in the collection cup still shut down the pump when the collection cup is full? It's unclear if the turning the various control into an interface to my 3rd party controller (Apex) overrides this feature or not.

If you connect the controller to 0-10V input, then it will ignore the float switch. You will need to connect a float switch to an I/O box on your APEX and then have the apex send a 0V signal to the pump when the float switch is triggered.
