What is the water level outside the skimmer? Please measure from the bottom where the skimmer sits to the water surface level outside the skimmer. Please provide actual inches.

You need to raise the skimmer. The water level outside the skimmer should only be 7-8".

Pump cover over protest the pump from pulling larger matter that could damage the impeller. The position of the pump does not matter as long as the water level does not change.
