I have two of the 280's on one controller, when I put it on the two preset modes OGC and the Lunar one of the pumps turn off they work fine in the other manual modes just in these two

Did you make sure that both pumps are set to ON when you select the presets? Just like you can select different speeds for both pumps, there is a way to turn them off if you wanted to. My guess is that your setting is set to turn off one of the pumps when you engage that mode.
