I have it inside the sump at the recommend high and all it’s doing is filling the container in like a half hour. Too much bubbles too fast. How do I slow it down?? New set up just got done with the cycle and added three fish. 40 gal.

Brand new skimmers take a few weeks to break in and they will overflow during this time. Do not try to dial in the skimmer at this time, wait until after the break in period.
