Two options: you can either lower the water level in your tank (as it may be too high) or you can trim the PVC.

i was thinking of elevating the skimmer on wood blocks then lowering the output to the correct height. stability may be a problem. any thoughts?

We would not recommend that as it may be an issue with stability. It would be best to trim the PVC pipe.
