I’m planning on purchasing an Octo Pulse 2 and an Icecap Battery backup... from a little research I have read that it will indeed work, and should reduce speed during a power outage, then resume my last settings once power is restored...
My question is will this work if I have the Octo Pulse connected to my Apex via 0-10v control? I’m not planning on having my Apex on a UPS or anything, so once a powernout happens, it’s lights out... will the Octopulse still automatically reduce speed and run off the battery on this situation(hence revert to using the standard controller for driving the motor, versus looking at the Apex for pump speed commands...)

No, once you connect the pump to the APEX, the controller seizes to be a controller and it won't do anything unless the APEX says so.

Related question, so if the Octo was on battery due to a power outage but the power was out to the Apex, I assume it wouldn't run? Would you need to backup the apex as well to keep the pump running?

It depends on how you have the outlet configured. If you have it constantly ON, then it would work. If you have it as ON/OFF based on criteria, the battery backup will not work correctly. Every time the controller shuts off the outlet, regardless of the status of your power, the battery would kick ON.
