The drain pipe comes out quite low. Will it work to plumb this so that it comes up and then over the top edge of my sump? Thanks for your help.

No, never go up on the drain pipe. You will need to raise the skimmer so that your drain pipe is horizontal or going down. Going up will only raise the water level inside the skimmer and may cause it to overflow.
