The skimmer chamber water volume is much higher than the return pump chamber which causes a lot of noise. Did I do something wrong or is this normal?

If you have the adjustable partition between the skimmer chamber and the return pump chamber set high it will cause the water to cascade over it. Either lower the partition or slow the rate of flow on your return pump.
