I have been running sump for two weeks how much should the output valve be closed? My water level in sump is 7.5" and recommend is 6.5-7.5". The bubbles are not rising into collector up top, am I doing something wrong? I am new to this so wondering if it needs a longer time to break in. I will be putting clown fish in this weekend

Well, that is why. The skimmer will not work unless there is waste in the tank. Once you start adding fish and corals to the tank, waste will start to accumulate in the water and the skimmer will start to work.
