lately when I try to turn my lights on they all light up for about a second and then all turn off. If I play with the power source I eventually get them to stay on. Is this a ballast issue or do my bulbs need to be replaced?

When your lamps turn for a second then immediately turn off usually there is a problem with a connection or lamp.
Please try this test:

Should I replace all the lamps? Its not isolated to any one lamp its all of them...
