I had to feed my fish so I hit the feed button and the pump went off. When the pump came back on it was barely pushing water out of the overflows. I have tried turning the pump on and off multiple times and it hasn't fixed itself. How do I know if the pump is bad or if its just the pinwheel impeller that is bad?

Did you take the pump apart to see if something may have gotten jammed inside the pump and it preventing the impeller from running freely?

Yes I took the pump apart as far as I could and cleaned everything. The pump has been running less then a year.
