My ice cap 660 comes on and all bulbs seem fine ( no flickering or hesitation) but turns off after a period of 5 to 20 min. It will stay off for an equally random time and then turn on again. Am I looking at a problem with the ballast, caps, or wiring?

Most likely a ballast problem, sounds like component breakdown.
