I had a situation where I could put a large 250 gallon sump in a room next to my display tank. It is just full of water a little bit of live rock, no fish. The display tank is 265 gallons. I intend on having a lightly stocked reef focused tank. So, do I still need a skimmer rated for 500 gallons? Or, given the large size of my sump, can I get a smaller skimmer?

The size of the skimmer should be based on the size of the tank where all the organics and waste are being produced. If you have a 250 gal tank with a 250 gal sump, the 250 gal tank is the one producing most of the waste and organics. The sump is really just adding water volume to the system not not really producing waste. So the skimmer should be rated for a 250 gal tank.
