I have a super reef octopus ro-ps 3000 int. My sump water depth is 12" and the skimmer says 6" to 7" water required. Will it still work at 12" to 13" water depth?

No, you will run into issues where the skimmer is constantly overflowing because there is not enough space for the water and the air to mix properly before reaching to top of the collection cup.
