New tank, 1-2 weeks old. Having issues getting skimmer to work correctly. At first sump overflows top with large bubbles, left skimmer off for 3 days to let water settle, then plugged skimmer back up and had issues with to many air bubbles filling chamber and overflowing, adjusting gate valve makes little difference. I found if I restricted the air at the Silencer then I could properly adjust the air column inside of the skimmer. This was done by adding a short length of tubing with an adjustable valve on the end. However, once this is accomplished I now have an issue with the sump filling with micro bubbles that eventually get transferred to tank. Any suggestions on how to make this work properly?

Right now you skimmer is breaking in. During this period you should not attempt to dial in or set the skimmer. I suggest running the skimmer with the water level low in the skimmer (output valve on the open side) for the first 3-4weeks running. You will likely experience abnormal air suction noise as well as inconsistent performance and micro-bubbles. The micro-bubbles will eventually dissipate over time.
Right now your skimmer has oils from manufacturing and handling which will dissipate as the skimmer ages. Because oil inhibits foam production you will not see much foam produced from the air being injected.
The hydro-static surface tension of the water is lost. As the skimmer runs you will see point where it looks like it kicked in and is working as you would expect.
Please be cautious if it is prior to the 3-4 week mark as the skimmer could still be breaking in and you can experience an overflow.
The pump itself will run smoother as the impeller lubricates and the bacteria forms on all wet surfaces which will provide you with stability.
