The minimum and maximum water level marked on the side of the skimmer show a midpoint of 13" is that to deep? My sump is deep and that works good in there but reading online it says 8", which is correct?

Yes, if your skimmer is working correctly the way you have it, then leave it alone. Every system is different and the depth online is just a starting point.
