I plan on purchasing one in a day or so and plan on cleaning and "priming" in a bucket of 50/50 vinegar and water. I'm also doing this because this is a new equipment for me and unsure of the reaction of the skimmer. My number one question is I'm adding more volume to the tank now in theory. Should I just dump aquarium water when I'm ready to run it after the priming phase. Or add fresh saltwater?

You can only prime/break in the skimmer in salt water with bacteria. So technically, you can only prime the skimmer in a living system. A bucket with water and vinegar will not break in the skimmer at all.
