SRO-5000EXT XP water level

I just installed a new SRO-5000EXT XP. Even with the gate valve closed all the way, the water level is too low. Does this mean I don't have enough flow going into the skimmer? I branched off my return pump, so I am just eyeballing the flow rate. I forgot to install the non-syphon bar, but will add it later. Could that be causing my issue?

How do I measure gph? I have a dart gold, rated 2800 gph, putting more than half of the flow to the skimmer doesn't make a difference. I think it is siphoning, I am going to add the anti syphon bar and see what happens.

Good old bucket test. Take the feed hose and time how long it takes to fill the bucket and then do the math. You don't need an exact number, you just need an approximation.
