Have you tried a spare cage to see if the issue is the spare? Does the cage have the o-rings at the base?

Yes I tried a different cage and the two o rings are in. I was thinking that maybe I should replace the o rings

Also, try swapping the cage from the other side of the pump (the one that does not spin) and see if it spins there. That way we can find out if the issue is the cage or the motor block.
