Just opened new box and pump together pump when doing a dry test run the pump turns on and at a setting of two it then will ramp up to five shut down and all the blue speed control lites flash. The fs is off and I even plugged in float switch but no change in operation

Have you tried taking the pump apart and pulling out the impeller just to make sure that the impeller is not jammed by something. Also, the pump may have gotten rocked pretty hard during shipping so taking it apart and putting it back together helps reseat everything the correct way.
