I was wondering about what are the heigt requirements for a skimmer stand to place my EXT in a sump. I am having a sump custom built to accomidate the skimmer and the builder plans to build a stand, Was wondering what you would recommend for the skimmer stand hight range?

The skimmer should always be higher than the highest point of water level in the sump. That way you will not have any overflow issues or create a syphon if you loose power.
