I have been running this skimmer since I received it in July 2012. Since then it has not skimmed consistently, only ever getting a week of performance out of it max. Taking it apart and cleaning things has been minimally successful. This skimmer is running off of a OTP pump, which has been reported to be highly inconsistent in terms of producing skintimate. Is there any way to address this issue?

Thank you for asking the question and sorry for the inconvenience.

What size of tank and what bio load do you have? What salinity are you running the tank at? Do you have any pictures or videos of the skimmer running? I want to see if we can get the skimmer to work properly for you!

The tank is a 75 gallon with 20 gallon sump. It is more heavily stocked, hence the more oversized skimmer. The tank is run at roughly 1.027 salinity. Currently I am at work and unable to provide a video of the skimmer in action, though I currently have it running in a vinegar solution to clean it out in an attempt to get some performance out of it.

Be sure to pull the pump apart and inspect the impeller for any scrapes or chips. Also be sure to clean the shaft to remove any calcium buildup.

Are there instructions on proper disassembly posted? I haven't figured out how to get the impeller out without accidentally breaking something yet.

Also, I apologize in advance. I just noticed that you have a 75 gal tank with a 20 gal sump. That system is way to small for the skimmer you have. Considering water displacement, you probably have around 80 gal of water in the tank. The skimmer you have is made for much larger tanks. It can work on a 100 tank with HEAVY load.

Here is a great support article on why skimmers do not perform consistently. In your case, your skimmer is way too big for the tank you have...
