It was overflowing a lot and the instructions weren’t great. Is this set up right? Can I fill up my tank or does the outflow need to be above water? TIA

I’m on a phone and not a laptop if that matters. Appreciate any assistance cuz I’m pretty sure that while it’s not currently leaking, it’s also probably not doing what it’s supposed to be doing.
