Power Level/Flow chart for IceCap 3K Gyre

On your website, under the product details for IceCap 3K Gyre, you listed Power Level vs. Flow rate. In that chart, does power level stand for the percentage the pump is running at? Like level 2 for 20%, level 5 for 50% and so on. He is a link to the list I am talking about.
